Fox was a young engraving apprentice in London, England when he moved to the United States in 1793 or 1794. Subsequently he became a singer and actor and is best known for introducing the patriotic song, Hail Columbia, at a Philadelphia theater in 1798. By 1802 he had given up his performing career and returned to the engraving business.
