Arranger and conductor from Haverhill, Massachusetts. In the early 1940s he was a freelance arranger, who arranged and conducted for several network radio shows. Manning arranged and conducted Tony Bennett's recording of "Rags to Riches" and he won a Grammy for arranging Bennett's recording of "I Left My Heart in San Francisco."
