Hmmm, you poo poo'd my translator. Are there two Czech adaptions?
OSA (Ochranný svaz autorský pro práva k dílům hudebním) is what we rely on and for this version the Czech database clearly gave Jan Werich as the author of the Czech lyrics! See link: https://search.osa.cz/Pages/WorkDetail.aspx?TitleId=118652
There are zillion of adaptations of Summertime , so there might very well be two Czech ones....
