Only things I found about Cesar Manalili are that he's from the Phillipines and was a member of the filipino group Coronets (not to be mistaken with the group of the same name already here on SHS, who's from UK).

Good find Dola but unlikely to be the first release as a compilation. Do you know when it was released?
I thought this was his first release of the songs.
Before he may have released two albums as a solo artist (maybe in 1994 and 2015) and none of them contained those songs.
This album may have been published in 2015, but I haven't had good sources for any of theses informations, that's why I didn't post them in the first place. WhoSampled says it was released in 2015 and Amazon started selling it in 2016.

This was originally released in the 1980s Dola on Aquarius Records and Tapes. Here's a scan of the CD reissue.
Manalili was lead guitarist for the Filipino group The Coronets.
