Improperly Closed Matters (How To Notice)

I recently discovered a matter that was reported but appeared to have been closed prior to complete resolution. Given how many editors do not read comments in a closed thread, I elected to file a new error report to bring the matter up again, referencing the original report. Turns out I was correct, the assigned editor re-opened the original report and rejected mine. Since action needed to be taken and was taken, why the rejection?


Since it's been ~3 weeks since I asked the rejecting editor for guidance as to how I should have noticed the editors of the matter without any response, I'm now asking the community at large.

I try to keep these types of questions generic without specific examples if I can to avoid looking like I'm criticizing a specific editor. My hope is to avoid things getting personal when they don't have to be.

Not the heart of the matter, but currently there are two works called Mbube (8891) & (8892), so that is problematic already.
