Apparently a political song. According to Google, that mess translates to "With the emergency laws finally and fully in place and coming into effect, I would sing a song to all gullible voters frivolously, but as a precaution I am already singing it"
Yes, very political, always with Süverkrüp, and quite close. "After the irreversable and complete introduction and coming-to-effect of the emergency laws, I would (have to) sing a little ditty for all the giddily trustful/naive voters, but to be on the safe side, I('ll better) sing it right now" would be be even closer.
