While unreasonable to expect uniformity between the different editors or even strict uniformity with a single editor, some general consistency is expected in regards to Submission Ratings. I've seen lots of (in my view) unjustifiably low and high ratings, but what trigged this post was the 4-Star:

Here we have circa later 2016 data purged submission with no sources provided (either originally or post purge). Either the editor just auto rates everything a 4; also included my tacked on information; or has very low standards for ratings. Any of these three corrupts the rating system, and purged submissions should always just be unrated in my opinion.
I'm guessing that this system currently is no longer really used to find new editors nor would a corrupted system be of any effective use. With no real or material upsides but often a point of friction with contributors, I suggest keeping the current data already captured but remove the rating from future processing.
