Why are some submission authomatically assigned to an editor and many others remain unassigned?
Automatic assigning only applies to error reports and not to cover submissions. For error reports, those that are unassigned belong to editors who have since retired and whose management hasn’t been taken on by another editor.

Interesting observation.
What we could do is display a short message on unassigned error reports:
This database entry has been created by an editor who retired since. This error report will remain unassigned until an active editor takes the initiative to process it. Please bear with us.

Looks ok.
Another option is adding a FAQ about this to explain what Sebcat told me above.
I've been contributing actively for less than a month, but I just learned about the fact that only errors are assigned with his answer.

- A ticket can be unassigned manually -> false positive
- A ticket can be assigned to a retired editor -> false negative

You're right. So maybe something more cautious?
This error report is currently unassigned, possibly because the database entry it is attributed to has been created by a retired editor. It will remain unassigned until an active editor takes the initiative to process it. Please bear with us.
Otherwise something generic:
This error report is unassigned and will remain like this until an editor takes the initiative to process it. Please bear with us.
Both are acceptable to me, with a small preference for the former.
