Quotation marks surrounding the performer ("Skeeter Sims") are on the label of the release (per label photo at youtube). The label also says "orchestra accompaniment" without further identification.
"Skeeter Sims" is said to be a/k/a Al Bernard.
A release of this song by Al Bernard is in the shs data base credited to "Al Bernard with Carl Fenton's Orchestra." It is identified in shs as titled "Strut Miss Lizzie" but the label identifies the song as "Sweet Momma (Popa's Getting Mad). 78discographyidentifies the title of the song as "Strut Miss Lizzie." 78discography does not date this performance. http://www.78discography.com/BRN2000.htm
The "Skeeter Sims" Regal release sounds like a different performance from the "Al Bernard...." Brunswick release. The Regal release is dated 1921-02 (recording date?) at 78discography (which identifies the perfomer as "Skeeter Sims (Al Bernard)" (with no independent quotation marks around Skeeter Sims).
78discography also lists a release of "Strut Miss Lizzie" by "Al Bernard" on Emerson 10354, also with a reported (recording?) date of 1921-02. I have not found a clip of this performance.
http://www.78discography.com/Emerson10000.htm
The Regal and Emerson (1921-02) releases have the same matrix numbers (41658=3).
There is also a reported release of "Strut Miss Lizzie" by "Al Bernard" on Oheh 4371, with a reported (recording?) date of 1920-11. I have not found a clip of this performance.
