Yes - the 1970 single looks to be the earliest commercial release.
What's your source for the recording date?
My information about the single to be recorded on May 8, 1962 has come somewhere by accident (there was no recording date information on the 45cat.com, Discogs, AllMusic, Deezer & Spotify sources so I have picked it by accident from some other song's information source that has been open at the same time on my computer).
Because the original English version was released in 1966 so this Spanish version has been recorded either in 1966 or 1967 but most likely in 1967. And the release year should obviously be 1970 by the official 1970 single's release year.

I couldn't find any hard data about the recording dates of this Spanish version.
According to Wikipedia the English language 7" single "I'm Ready for Love" by Martha Reeves & The Vandellas was released on October 6, 1966 and recorded in 1966.
Because the song was such a big hit, Gordy/Motown decided to make also a Spanish version by adding new Spanish vocals on the instrumental tracks played by The Funk Brothers with strings. Because the original version was published in October (i.e. quite late in 1966) and the Spanish promo single for radio stations was published in 1967, it would't be very wrong to say that the Spanish version was recorded during 1966-1967 (i.e. instrumental tracks in 1966 and Spanish vocals in 1967).

According to AllMusic the Spanish lyrics are by Amart Baltazar & Cholo Baltazar.
