Sample Evolves to Cover Revisited

I've noted this matter before but I don't recall any (or perhaps satisfactory) response, so I revisit here. The issue is when an original that contains a sample is covered, but that cover doesn't use the sample but records that portion anew.


What brought me to this question again is my submission of a Someone to Call My Lover cover. After listening to the cover:

… this new recording does not sound like it's using the same sample, but rather reproduces that element. To me that means that we have a medley or at least more writing credits that are currently omitted on site for the original.


Would that mean that all covers of such an original that recreate the sampled elements be treated as an adaption to allow for the additional credits?


I ask again the $64K "what if" question, namely what if the original had not sampled but reproduced those elements. How would it have been treated on site and how would that be any different than the covers I have described and exampled?
