Not easy.
Wikipedia (English) gives a 4-album discography for Apelsin which agrees with the albums in Discogs. https://en.wikipedia.org/wiki/Apelsin
And this song does not appear.
And Mati Nuude did not go independent until 1989 with his first album appearing in 1992 and this song is not on it although the Discogs discography is not complete.

Possibly recorded by Apelsin? The Estonian Wikipedia article seems to indicate that he was a member of that group and the video says "Mati Nuude ja Apelsin". A search on Discogs shows that song on a 1994 compilation album by the band as well.

Yes he was a member of the group Apelsin but their English Wikipedia page gives a discography (including individual tracks) which agrees with Discogs - four non-compilation LP's. But none of the four include that song.
A new one for you - also Merle Haggard and a video from 1979.
Sounds familiar but cannot place it.

Not sure I can be much help here unfortunately. Merle Haggard was a prolific songwriter (BMI lists 432 works for him) and I'm not all that familiar with his material.
