When users submit originals, but don't follow-up with covers, these submissions will get a newly created "On Hold" status.

With this enhancement, we hope to achieve the following:
- It will be more clear to submitting users that their submission will not get processed unless they also submit cover versions.
- Editors will not unnecessarily spend their precious time processing submissions only to find out there are no cover versions of it.
- When needed, we can easily query the "on hold" submissions.
