I see it this way:
In such a case, I would choose whichever country the artists first met and/or established their partnership. However, if the location in which the act was established lies in a country outside of either members' countries of origin, then I would go with the country nearest to that location, determined by whether that location lies within the same continent as, or at least in a continent in proximity to, whichever one of the member's country of origin. If the act was established in a country or a remote region far removed from both members' countries of origin, say, an island nation bound within oceanic waters, then another factor of determination would take hold. If said country or region were originally founded or claimed by either one of the members' country of origin, then, by default, that would be the determiner; otherwise, I would instead go with whichever of the two of their countries of origin they first worked or recorded in as an act. (I could better illustrate my logic on this issue in the form of a flowchart, but that would be too time-consuming for me, despite the fact that I happen to have a font in my library that's made for just such a thing.)
