Additional Accesses for CC's

Requested by Certified Contributors, voted for by editors, they are finally there: Additional accesses for Certified Contributors!

• Add missing visuals to releases (ticket #3102). Browse the list of releases without visuals.
• Add external links to releases (ticket #3006)

As a quick reminder, the existing accesses for Certified Contributors:

• Add missing information to artists: Identify as person or band, visual, birth date, death date, home country, and free biography details.
• Add missing information to releases: Visuals and external links.
• Tag any database object
• View editor notes for all database objects.
• View attachments for all database objects.
• View and post in the editor boards Ideas & Suggestions and Bugs & Problems.

NB: Editors with higher access (Trainees, New editor, Junior editor, etc...) automatically inherit the same accesses.

VV has added an external link to Yes, We Have No Bananas . I can see in the history that he added a comment to go with this external link "Added link for Canadian single" but this comment is not visible anywhere on the page. I would suggest that this comment should be the comment for the external link (or at least that it should be visible in a more obvious way than only in the history).

Also VV, the external link should really be for the release in question i.e. US release in this case, not for a release from another country. I know the US release doesn't appear to be in discogs.

I considered the addition of that link justified for several reasons:

a) Tho it is currently coded as Canadian on Discogs, I believe it has the same label and cat# as the release on site. Perhaps it's actually North American;

b) Having that link, even if Canadian, along with the sole other link is better than just that other link alone. I could not find the American single on either Discogs or 45cat; and

c) I wanted to test the new CC power.

The external links comment field is not accessible for CC's. I guess we should open that up too? Should solve above issue.
