This is indeed what I meant. Usually BMI is very accurate.

Authors don't need to be members of BMI to be credited for a song. More likely, he's offcially not a composer/author of "Dime la verdad". This seems to be confirmed by for example GEMA:

Martha Sanchez and "Dime La Verdad" comes from the Album "Mi Mundo". But at the same time she also released an English version of that album "My World"

And now it's gets interesting !!

On the English album version "Dime La Verdad" became "Such a Mystery", and the song seems to have been written first, before the Spanish translation -- that's why on the "Dime la Verdad" version there's the added name Carlos Toro Montoro -- he did the Spanish translation of the song !!
