Is Jennifer Jason Leigh officially credited for this?
SHS is inconsistent in multi-language treatment. Sometimes they are indexed to two+ adaptions; sometimes it's only noted in the comments. Is this an editor preference thing?
Generally it should be indexed to both language adaptations, yes.
I read your response as... it's a guideline rather than editor preference, check. And my first inquiry:

Yes - on several sites including IMDB. Did it not come up on your searches?
IMDB would be the film, not the soundtrack. As far as I can determine, the vocalist is officially uncredited and would be noted in the comments under existing guidelines (as I understand them).
I've suggested that performances such as this be credited on site as Artist and Artist [Uncredited]. Such treatment would solve several problems: a) the recording would be listed on the artist's page where most will look to find it and b) sometimes re-releases add additional credits. As usual, I received no response to my suggestion.
Revisiting and still not sold on how this release is setup and the performance credited:
