And yet I seem to be seeing contributors who submit like this elevated to CC or even trainee?

Each user who is being upgraded to CC, CC2 or Trainee has a forum topic in the New Editors board. Every single time we throw in a name and we ask the editors' opinion before upgrading. Thén is the time to speak up.

I absolutely agree that a references that just reads "iTunes" (or similar) is not very helpful. Might this be alleviated with a notation on the submission form requesting an actual reference to the release page at such site(s)?
I will not discuss this specific example, but I will just share the general idea: There is a need for "educating" submitting users, and we would like to do this with Improvement presets. If you identify important and overlooked aspects, feel free to post them to this topic.

As I've stated in the referenced thread, the answer isn't some time consuming enhancement. The answer is a comment by an editor to the contributor on how to improve their submissions.
CC1 as it is now is more of a paper reward with little impact or material potential for SHS improvement, so a premature status upgrade isn't all that harmful. My concern is how an editor would recommend a contributor who still has a ways to go to get submissions up to standard.

Not all editors dedicating time and energy on adding first and second hand songs and thoroughly researching related (artist etc.) info also have the capacities to follow (up) any possibly aspiring user's activites. In that respect, editors able to do so are probably the right ones to make such users aware of points like the one in question upfront of suggesting to upgrade them.

As someone elevated recently to Trainee and who regularly enters the simple word ITunes as a source, let me try to explain why.
Quite simply it is the truth. I type Hard Headed Woman into the ITunes store search field and it gives a list of artists who have a version in the store and you can then listen to a preview to confirm that it is the right song. (Important because, for example, there are two different songs both entitled Invitation to the Blues which ITunes does not distinguish.)
Sometimes both an English title and a foreign title will be cited but not consistently.
So I find it a useful resource. By definition, if it is on ITunes, it is commercially available. The composer/translator information is not good.

It may be the truth but it is imprecise. A link within iTunes to the exact performance being discussed is much better. Then (i) it is easier to return to that page within iTunes to check it and (ii) we can be sure we are all discussing the same performance.
