What song is this? "I Pray the Winds Will Never Cease"

I thought that this was the Wife of Usher's Well, but it is not. In this song, the woman's three adult sons die. I think they drowned. She puts a curse on the world. Prays the winds will never cease until her sons come back to her. The world suffers until her sons return from the dead, wearing feathers in their hats that are not from this world. They tell her they cannot stay.

I heard this in the eighties, when I was listening to Steeleye Span and Fairport Convention.
