Forgot all about the catalog of copyright entries... Further searching brings up this entry - Griffith Humphreys in 1918. I'll have to do some more digging to see if I can figure out exactly who Griffith Humphreys was, but that matches the credit on the label of Locke's version and is well before the earlier recording that you found.
