A member of a very influential Virginia family, Randolph was a 1924 graduate of the U.S. Naval Academy in Annapolis, who became career Navy officer.
The following year he wrote his best known song, "How Could Red Riding Hood Have Been So Very Good and Still Keep the Wolf from the Door?" Some sources describe this as the first song to be barred on radio.
